BlackBerry Support for UTC Leap Second

A leap second is a second that is added to Coordinated Universal Time (UTC) in order to keep it synchronized with astronomical time. UTC is an atomic time scale, based on the performance of atomic clocks that are more stable than the Earth's rotational rate. Astronomical time (UT1), or mean solar time, is based on the rotation of Earth, which is irregular. Leap seconds are added periodically to adjust to irregularities in the earth’s rotation in relation to Coordinated Universal Time (UTC), the current reference for measuring time, in order to remain close to mean solar time (UT1). Leap seconds can be introduced in UTC at the end of the months of December or June, depending on the evolution of UT1.
